TAYLOR, Texas — Official City of Taylor records now identify Big Watt Digital LLC and PH DIGITAL DATA CENTER DEVELOPMENT LLC by name in connection with what the City agenda describes as “formerly Project Mustang.”
The identification appears in the City Council agenda and 178-page agenda packet for the August 13, 2026 meeting. The companies were listed under an executive-session item concerning economic-development negotiations, including deliberation over commercial or financial information received from a business prospect and/or the offer of financial or other incentives to a business prospect.
The records provide a clearer official connection between the Project Mustang name and the two companies. They do not disclose the substance of the closed-session discussion or establish that Taylor has approved an incentive agreement, tax abatement, grant, development agreement or other subsidy for Project Mustang.
What the August 13 agenda says
Executive Session II of the August 13 agenda cites Texas Government Code §§ 551.071 and 551.087. It states that the Taylor City Council would meet in closed session to consult with the City Attorney and to deliberate commercial or financial information received from a business prospect and/or the offer of financial or other incentives to a business prospect.

The same executive-session section separately lists KDC Taylor DC Investments Two LLC as “formerly Project Meridian” and a Chapter 380, development-agreement and tax-abatement matter involving iMarket America Inc.
That distinction matters. The agenda’s specifically identified possible open-session action following Executive Session II concerned the iMarket America agreements. The packet does not list a Project Mustang-specific incentive agreement, tax abatement, development agreement or other Mustang agreement for approval in that possible-action section.
Why the discussion could occur in closed session
Texas law allows a governmental body to conduct certain economic-development deliberations in a closed meeting. Government Code § 551.087 permits closed deliberation over commercial or financial information received from a business prospect involved in economic-development negotiations and over an offer of a financial or other incentive to such a prospect.
The August 13 agenda also cites § 551.071, which allows consultation with an attorney in circumstances covered by that provision.
Closed-session discussion itself is not evidence of wrongdoing. Texas law expressly permits qualifying discussions to occur outside public view. At the same time, Government Code § 551.102 requires any final action, decision or vote on a matter deliberated in closed session to be made in an open meeting held in compliance with the Open Meetings Act.
What the July 23 minutes add
The August 13 agenda packet also includes minutes from the Taylor City Council’s July 23 meeting, documenting an earlier Project Mustang executive-session discussion.
Those minutes state that Mayor Jim Buzan adjourned the Council into closed session at 8:04 p.m. Executive Session III was held under §§ 551.071 and 551.087 for legal advice and economic-development deliberations concerning “Project Mustang and Project Meridian.”
The minutes state that the mayor reconvened the meeting in open session at 10:18 p.m. After recording action on separate Executive Session I matters, the minutes expressly state: “No action was taken on the Executive Session II, III, or IV items.”
Because Project Mustang was Executive Session III at that meeting, the official minutes establish that no action was taken on the Project Mustang executive-session item on July 23.
Project Mustang background
Project Mustang is a proposed large data-center and on-site power-generation development east of Taylor in Williamson County. The project has been moving through public discussions involving annexation, development standards, infrastructure and other governmental approvals.
The August 13 agenda is significant because it moves beyond the Project Mustang code name and identifies two companies in an official City record: Big Watt Digital LLC and PH DIGITAL DATA CENTER DEVELOPMENT LLC.
What the Records Do Not Establish
The August 13 agenda and packet do not establish that the City of Taylor has approved an incentive package for Project Mustang.
They also do not establish that Big Watt Digital LLC or PH DIGITAL DATA CENTER DEVELOPMENT LLC has received a tax abatement, grant, Chapter 380 agreement, development agreement or other public subsidy.
The agenda language shows that the Council scheduled a closed-session discussion under statutory provisions that can encompass commercial or financial information and potential incentives. It does not reveal which subjects were actually discussed in detail, whether a particular incentive was proposed, or whether negotiations produced an agreement.
The records likewise should not be characterized as approval of Project Mustang itself. The existence of an executive-session agenda item is different from an open-session vote approving a project, agreement or incentive.
What Remains Unknown
The public records reviewed for this story do not disclose the substance of the August 13 closed-session negotiations.
Among the unresolved questions are whether any specific financial or other incentives have been proposed to the Project Mustang-related companies; whether draft agreements exist; what infrastructure or public commitments may have been discussed; and whether any such proposal will later appear on an open-session agenda for consideration or approval.
Those questions will require additional public records or future open-session action to answer.
